Earth Design, Inc. Principal Doreen Liberto-Blanck, AICP, MDR, ACR, brings a completely unique set of qualifications to this pioneering venture (conflict resolution in local government). Ms. Liberto-Blanck has coupled her vast experience and skills with a Master of Dispute Resolution from Pepperdine University School of Law Straus Institute, one of the country's top programs.
Ms. Liberto-Blanck has 27 years of experience in a broad range of land use planning, environmental planning, and public policy making. She has extensive experience as an upper manager in local government. Ms. Liberto-Blanck served on the San Luis Obispo County Planning Commission from 1999 to July 2005, and served as Chair of that Commission from 2000-2001 and from January to July 2005. She has been on the Cal Poly University San Luis Obispo City and Regional Planning Department Adjunct Faculty, lecturing undergraduate and graduate students in Collaborative Planning. She has made a number of presentations at the League of California Cities Annual Conference, Planners Institute and American Planning Association conferences.
Doreen was also on the Board of Directors for the American Planning Association California Planning Foundation and President of the League of California Cities Community Development Department. Ms. Doreen Liberto-Blanck was selected for the prestigious U.S. Institute of Environmental Conflict Resolution Roster in 2002 as a pioneering expert in the field of land use and environmental conflict resolution and facilitation. She is also a former Board of Director of the State County Planning Commission Association.

Mr. Blanck has 30 years' work experience in geophysics, engineering geology, hydrogeology, environmental cleanup and assessment and disaster preparedness and response. He is the former Riverside County and San Bernardino County Geologist, and has all California geologic licenses (approximately eight people worldwide have all California geologic licenses). Mr. Blanck is also a California Registered Environmental Assessor and OES licensed disaster service worker trainer.
